With reference to the Duke of Devonshire's
despatch No.182 of 18th August, 1923, on the subject
of a petition from inhabitants of Hong Kong praying
for a more representative form of constitution,
have the honour to inform you that at a meeting of
Legislative Council on 19th April, 1928, Sir Henry E.
Pollock asked the following question:-
I
"Will the Government recommend to the Right
Honourable the Secretary of State for the
Colonies that the constitution of this Council
be amended for the purpose of having a resident
of Kowloon on this Council to represent the
interests of Kowloon"?
to which I replied that I proposed to discuss the
question with you while on leave in England.
